My basset, Brandy, used to attack the tongue of my sneakers. One day I decided to stop avoiding her as I took off my shoes so I took an old pair and cut the tongues out and gave her one. Surprisingly that is all she wanted of the shoe. Since I gave her that one tongue I have never had another issue with her attacking the shoes I use. She uses it as a tug toy, a fetch toy, and a chew toy. While I was skeptical originally my gamble payed off in the end and Brandy is as happy and playful as ever.
